The state of Mannea (9th-7th centuries BC) was mainly located in the territories south of Lake Urmia. Information about the history of the state was preserved in Assyrian and Urartian (Biainili) sources. Mannea was under the subordination of either Assyria or the Kingdom of Van. Its capital was Izirtu. The population of the state consisted of various tribes. This country was also mentioned in the Bible alongside Armenia: "... summon against her the kingdoms, Ararat, Minni, and Ashkenaz" (Jeremiah 51:27).

From the 6th century BC, the territory of Mannea became part of various Iranian states. During this period, the first proto-Turkic tribes were probably beginning their history thousands of kilometers away from Mannea, in the territories of Southern Siberia and Mongolia. As for what an Azerbaijani or a Turk was, the population of Mannea simply did not know.
