In February 1992, during the First Artsakh War, Armenian soldiers liberated the Ivanyan (Khojaly) settlement in Artsakh. During the military operations, the Armenian forces provided a humanitarian corridor for the Azerbaijani residents of Khojaly. However, on February 26, Azerbaijani civilians who left Khojaly came under fire near the Shelli settlement in the Akna (Aghdam) region. A few days later, on March 2, 1992, Azerbaijan presented the massacre of their compatriots, organized by themselves, as a massacre and genocide of the civilian population perpetrated by Armenians.
On April 2, 1992, in an interview with "Nezavisimaya Gazeta" newspaper, Ayaz Mutalibov, the former president of Azerbaijan at that time, said, "As the Khojali inhabitants, who narrowly escaped, say, it was all organized in order to have ground for my resignation. Some forces functioned for the effort to discredit the president... However, the general background of arguments is, that a corridor by which the people could leave, was, nevertheless, left by Armenians. Why then would they begin to shoot? Especially in the territory nearby Aghdam, where by that time there had been enough forces to help the people. Later, the mayor of Khojaly said, “We do not know who to blame for this tragedy, and who will the history blame for it.”
