As a result of the military aggression by Azerbaijan in Artsakh on September 19–20, 2023, more than 120,000 Armenians of Artsakh were forcibly displaced from their homeland.
Since 2020, Azerbaijan's policy of Armenian cultural genocide has been accompanied by the construction of residential houses for Azerbaijanis and demolition and destruction of the homes of Armenians of Artsakh. Now, Azerbaijani is constructing the village of Kangarli in Akna. The construction of the village, which is expected to have a population of about 2,500, is fully funded by the Azerbaijani government. As an incentive for settlement, there are plans to operate the Partav–Akna–Stepanakert railway to ensure fast and free transportation for passengers.
If Azerbaijan justifies its aggression by loudly promoting the “historical presence of Azerbaijani population” in Artsakh and proclaims a so-called “great return,” then one must ask: why is it necessary to construct an “attractive” new village, invite people to live there, and offer various social programs?
Where is the “Azerbaijani of Artsakh” who as if is ready to return and build a home with their own hands, just as the Armenians of Artsakh, deeply rooted in their land, had done before being forcibly displaced?
This indicates that there were no deeply rooted Azerbaijanis living here, which means that the current process is artificial and orchestrated. The main goal is to populate Armenian Artsakh with Azerbaijanis, as it previously occurred in Nakhijevan and Northern Artsakh.
