With the permission of the Viceroy of the Caucasus, the Caucasian Statistical Committee published lists of settlements in the Caucasian region of the Russian Empire, including the governorates of Erevan, Kutaisi, Baku, and Stavropol, as well as the Terek region.
It was prepared for publication by the chief editor of the Caucasian Statistical Committee, statistician, and ethnographer Nikolai Seidlitz.

Thus, the Baku governorate had 1,563 settlements, 91,301 households, and a population of 529,217. The 11,556 tax-exempt residents were not included in the population count. Therefore, the total population of the Baku governorate was 540,773.
The majority of the population in the Baku Governorate were Tatars and Shahsevans, making up 57.45% of the total population, followed by Tats (14.95%), Talysh (8.13%), Kyurins (Lezgi) (6.52%), Armenians (5.13%), Russians (3.44%), and others.
Armenians in the Baku Governorate were concentrated in the cities of Baku, Shamakhi, and Lankaran, as well as in the Shamakhi (15.17%) and Gyokcha (17.52%) districts. There were no Armenians residing in the Javad and Lankaran districts.
